David Marshall - CEO and Owner
  Since joining Quartech in 1998, David has played a leading role in the development of Quartech's consulting services. David’s career path at Quartech led from project manager to CEO (more information in the CEO message). As CEO and owner of Quartech, David works with the Board of Advisors to set the strategic direction for Quartech and has assembled a top management team and organization to execute the strategy and realize the company vision.
Spending most of his life in BC, David played soccer, rugby, baseball and hockey and coached his children’s soccer and baseball when they were younger. A lover of the outdoors, he enjoys hiking, camping and kayaking and recently attained his private pilot’s license to enjoy BC's beauty from the skies. His family and wife of 25 years are a high priority, and he proudly serves on the boards of 3 charitable organizations and his local church. David is motivated by excellence and loves working with talented and passionate people and teams. Landon Kitagawa - President
  Landon provides Quartech with deep public and private sector experience. A seasoned project manager, he has run projects in excess of $60 million spanning business and technology. He has a degree in Education from the University of British Columbia and an MBA from the the University of Western Ontario
Dedicated to making his community a better place, Landon coaches soccer, runs Provincial soccer and softball tournaments, and has served as President of the Delta Heat Fast Pitch. Much of his enthusiasm stems from his love of sports and his commitment to family. He is personally active in soccer, hockey, softball, golf, running, cycling and paddling and has a history of endurance sports including marathons, triathlons, and adventure races. He even cycled across the United States for charity. Despite a busy schedule, he really enjoys occasions with friends where he can take the time to share in great company, food and wine. Michael Lagasse - Vice President, Vancouver
  Michael brings to Quartech more than 20 years expertise in Information Systems consulting to public and private customers across Western Canada. He has managed several multi-million dollar IT projects on web, client/server, and mainframe technologies. He obtained a Bachelor of Electrical Engineering at the University of Victoria and is a professional engineer and member of the Association of Professional Engineers and Geoscientists of BC.
Although Michael's work and travel have spanned Canada he was born and raised in British Columbia. A lifetime interest in fly fishing keeps him close to our beautiful BC lakes and rivers where he continues to build on his extensive fishing stories. He enjoys skiing, cycling Stanley Park and sunny destinations with his family as well as golf, tennis, hockey, youth soccer coaching, and music. He can often be found at the local Starbucks where he enjoys meeting new people and sharing his passion for work and life.
Gord Locke - Vice President, Vancouver
  Gord has more than 20 years experience in public and private sector IT. He has a long consulting history, and specializes in helping organizations implement mission-critical strategic initiatives. His experience spans banking, insurance, government, service and health where he has led and managed multi-million dollar projects delivering significant business value. Graduating from the British Columbia Institute of Technology Computer Systems program, he now serves on the advisory board for the program he graduated from.
Whether coaching soccer or baseball, donating blood, or helping clients tackle business problems, he's keen to make the world a better place and make a positive difference every day. He likes being active and outdoors and enjoys golf, cycling, tennis and skiing. He enjoys the diversity and challenges of consulting work for clients large and small. As an avid networker, Gord likes to create new linkages and opportunities for friends, colleagues and clients.
Dean King - Vice President, Vancouver
  For more than 25 years Dean has worked as a management consultant and executive serving both public and private sectors. An accomplished IT/business strategist with a focus on strategic and tactical planning, and change management, Dean has helped organizations improve both business and project governance and focus. He is a graduate of the British Columbia Institute of Technology's Operations Management Program.
Outside of work, Dean's passion is to be on the water where he loves to windsurf and boat with family and friends in the San Juan and Gulf Islands. He is active in many sports including hockey, skiing, mountain and road biking, tennis, golf and running. He has a very enriched family life with two teenage sons, a homestay son from Mexico, a live-in mother, and a wife who is involved in municipal politics. Dean enjoys working with people both in his private and work life to make a difference both individually and corporately.
Rich Allan - Vice President, Victoria
  For more than 20 years Rich has worked as consultant and Manager in public and private sector IT, with a strong focus on the Justice sector. Rich is strong at helping clients implement complex enterprise applications with his extensive experience managing large multi-domain IT projects. Rich has a Computer Science degree from the University of Victoria (1988) and his PMP certification (2009).
The community of Victoria has been good to Rich since he moved there with his family in 1969. Rich grew up in an environment that encouraged growth and success through a focus on family, healthy competition through sports, academics, the arts, and good old-fashioned hard work. Rich continues to participate actively in the local community in hockey, skiing, golf, the coaching of minor sports programs, and dedication to various community groups. Rich enjoys developing long-term relationships with clients, co-workers and friends, and truly enjoys the company of others. Dean Colpman - Vice President, Victoria
  With over two decades of experience in IT, Dean has deep expertise in all aspects of business development and systems delivery, with a strong focus on managing large multi-stakeholder projects. Throughout his career Dean has helped private and public sector clients leverage technology and achieve business results across social services and justice.
A long-time resident, Dean established his career in Victoria and then moved his family to Ottawa in 2000 to gain additional experience from complex federal IT projects. While living in Ottawa his appreciation for moderate West Coast weather brought him back to Victoria with his family in 2005. Outside of work you will find Dean juggling his family hockey and soccer schedules, playing the guitar, or tackling yet another project at the family cabin. Dean is very happy to be back in Victoria and is always looking for his next opportunity to contribute to his local clients and his community. |
