IT Outsourcing
Overview
In March 2002 British Columbia's Ministry of Employment and Income
Assistance (MEIA) moved to a partnership model for support of its information
technology applications. Quartech works within this partnership to provide all
maintenance and support for Ministry information technology applications, as
well as providing enhancement and development services.
Background
Prior to implementing the public-private partnership model, the Ministry's
50-plus application systems were maintained and supported by staff and over 40
independently managed contracts. The new model involves one agreement with one
external service provider, Quartech.
Quartech's Role
Single Point of Contact
Quartech has brought together several consulting firms and independent
contractors into a cooperative consortium that works with Ministry staff to
deliver maintenance and support for all of the Ministry's applications.
Quartech is the single point of contact for the Ministry for assignment of
work, and assigns the work to application area experts within the consortium.
Offsite Services
Outsourcing services to MEIA are based at Quartech's head office in Burnaby
where an infrastructure is in place providing communication with the Ministry
and other service delivery partners.
Measurement
Services
Quartech has established:

An automated
application, QMeasure, for capturing and reporting effort against Ministry
applications and work activities

A website for
client access to project status reports, trend reports and business processes
ITIL
Quartech senior staff are ITIL (Information Technology Infrastructure
Library, a world-recognized set of best practices) trained and work with the
Ministry to implement ITIL best practices.
Application
Enhancement Services
Quartech has developed:

Applications to allow update access to legacy data from the web

A .NET application linking to legacy databases
Client Benefits
The new partnership model has significantly decreased costs for the
Ministry and allows Ministry staff to focus on the Ministry's strategic plans.
Fixed price agreements for maintenance and support provide the Ministry with
stable and predictable information technology costs.
