Consulting Services
Overview
Quartech
has provided information systems consulting services since 1995 to the Workers'
Compensation Board of BC (WCB) on several strategic systems in Compensation,
Assessment, Prevention, and Finance divisions. We have provided full life cycle
services for Information Technology in large mainframe applications, n-tier
architectures and complex multi-platform transactions at the WCB. Quartech has
focused on providing quality consulting resources at cost effective prices to
the WCB. Quartech's responsibilities have included project management, business
analysis, systems analysis, software development, testing, implementation and
support.
Background
The Workers' Compensation Board of British Columbia (WCB) is an independent
organization that manages the Worker's Compensation insurance business based on
legislation, the Workers' Compensation Act and Regulations. The WCB is not a
provincial government department or crown corporation. The WCB is an
employer-funded organization providing cost-effective disability and liability
insurance for more than 170,000 employers and nearly 2 million workers in
British Columbia.
The WCB supports workers and employers in the province and is responsible for
promoting workplace health and safety in British Columbia. Insurance premiums
are collected from employers to cover the cost of workplace insurance. In 2002
gross revenues from premiums and other investments were approximately $795
million CDN. The organization receives no funding from the government, through
tax revenues or any other means.
Quartech's Role
Quartech Systems is one of the largest providers of IT professional
services to the WCB. Over the last decade we have worked together in
partnership with the WCB to successfully deliver systems such as E-File.
E-File is a claims management system which reduced costs by expediting the
claims process. This 3 year project had an approximate budget of $36 million
CDN. By changing claims processing workflow and introducing an imaging system,
all claims information was made available to the entire organization. This
enabled the WCB to manage claims real-time. E-File was also integrated with
other WCB systems such as the Pension system.
At the time of completion, E-File was a state-of-the-art imaging system.
Quartech staff had a significant role in E-File, which won a GIGA award at a
North American Conference for Innovation.
In addition to its varied and highly valued technology solutions and services
delivered to the WCB over the last decade, Quartech has provided focused
development, enhancement and support for applications developed to support
department level business needs. These services and solutions include
pre-existing applications that have been transferred to Quartech for support,
software upgrades, enhancements, and newly developed applications by Quartech
including all life cycle phases. Currently, Quartech is helping the WCB with
its PeopleSoft upgrade project. Quartech is also helping the WCB with
introduction of .Net technologies for a Mobile Office system.
Quartech has provided application maintenance support since 2000 to the WCB for
all small business applications based on Microsoft technologies including
MSAccess, MSSQL Server, and Excel. We have provided cost effective, consistent
services to the WCB for this outsourcing partnership. Quartech's
responsibilities include project management, enhancements, maintenance and
production support.
These initiatives include a wide variety of technologies and architectures.
Quartech has been involved in projects that require expertise in DB2, SQL
Server, Informix, COBOL, PowerBuilder and VB/.Net.

services for project delivery and also support/maintenance services.
