David Marshall
Chief Executive Officer
David Marshall is the CEO of Quartech
Systems Ltd. Since joining Quartech in 1998, David has played
a leading role in the development of the company's information
technology consulting services. As he advanced from project
manager, to marketing manager, to senior partner and in
2002, to president and CEO, David developed the company's
business strategy, and assembled the management team and
organization to deliver it. David is also responsible for
managing Quartech's corporate finances. David obtained a
Bachelor of Science degree in Computer Science from Simon
Fraser University.
Landon Kitagawa
President
Landon Kitagawa joined Quartech in March 2006 as VP of
Operations, and assumed the role of President in April 2007.
Landon brings to Quartech a breadth of executive
experience in both the private and public sectors. He
has had P&L responsibilities in both technology and
manufacturing companies. A seasoned project manager,
Landon has run multi-million dollar projects from both
the business and technology side. Landon obtained his
undergraduate degree in Education from the University of
British Columbia. In addition, he holds a Masters in
Business Administration from the Richard Ivey School of
Business at the University of Western Ontario.
Michael Lagasse
Vice President
Michael has spent more than 20 years in Information Systems
consulting to public and private customers in British Columbia
on web, client/server, and mainframe technologies. Michael
obtained his Bachelor of Engineering degree in Electrical
Engineering at the University of Victoria. He is a professional
engineer and is a member of the Association of Professional
Engineers and Geoscientists of BC.
Gord Locke
Vice President
Gord Locke joined Quartech in September 2006 as a Vice-President.
Since graduating from the Computer Systems program at the
British Columbia Institute of Technology, Gord has spent
more than 20 years in the IT Industry serving clients in
both the public and private sector. He has extensive IT
Consulting experience, and is particularly skilled in working
with organizations to implement mission critical and strategic
initiatives. He has also led and managed multi-million dollar
projects delivering significant business value.
Rich Allan
Vice President
Rich joined Quartech in January 2009 as Vice-President, Victoria. For more
than 20 years he has worked in IT as both a consultant and an IT Manager in
both the public and private sector, and has extensive experience in the
Justice sector. A lifetime resident of Victoria, Rich has extensive experience
managing large IT development projects in multiple business domains across
North America. Rich is particularly strong in assisting clients implement large,
complex, enterprise applications. He obtained a Bachelor of Science degree in
Computer Science from the University of Victoria in 1988.
Dean Colpman
Vice President
Dean joined Quartech in June 2009 as Vice-President, Victoria. With over
20 years experience in IT, Dean has gained expertise in all aspects of
business development and systems delivery, with particular emphasis on
managing large multi-stakeholder projects. Throughout his career Dean
has focussed on helping clients leverage technology to get business results.
A long time resident of Victoria, he has served both the public and private
sectors with a focus on social services, healthcare and justice.
Bill O'Brien
co-Founder
Bill O'Brien is one of the two co-founders of Quartech
Systems Ltd. Bill has provided consulting services to several
businesses in Vancouver and Victoria since Quartech was
founded in the early 80's. Bill remains involved in Quartech
as a member of the senior management team. Bill obtained
a Bachelor of Science (Honours) from the University of Wales.
Paul Huffington
co-Founder
Paul Huffington is the one of the two co-founders of
Quartech Systems Ltd. Paul has provided information technology
solutions to Quartech clients in British Columbia since
he helped co-found Quartech in 1984. Paul remains involved
in Quartech as a member of the senior management team.
