David has worked in the IT industry in BC for more than 25 years. After completing a degree in computer science at Simon Fraser University, he worked in the private and public sectors successfully leading mixed teams of consultants and public sector staff. As different technologies come and go, David enjoys motivating people to achieve their best, and he believes that teams who believe in each other and have a can-do attitude will have the keys to success.

David has been a member of various BC charities and leadership programs and is a long-standing member of the TEC group. He is involved with his church and other community programs that help those that need it the most. David was born and raised in BC and has spent many summers with family camping, canoeing, and fishing all over of the province. Now that David and his wife Donna are empty nesters, they enjoy flying to remote parts of the province and enjoy the privilege that it is to live here in beautiful British Columbia.

Dean Colpman

Vice President, Victoria

With over two decades of experience in IT, Dean has deep expertise in all aspects of business development and systems delivery with a strong focus on managing large multi-stakeholder projects. Throughout his career, Dean has helped private and public sector clients embrace technology and achieve business results across social services and justice. Dean is involved in client sales in Victoria and oversees service delivery.

A long-time resident of Victoria, Dean established his career in Victoria and then moved his family to Ottawa in 2000 to gain additional experience from complex federal IT projects. His appreciation for moderate West Coast weather brought him and his family back to Victoria in 2005. Outside of work, you will find Dean juggling his family hockey and soccer schedules, playing the guitar, or tackling yet another project at the family cabin. A committed “Islander,” Dean is always looking for his next opportunity to contribute to his local clients and his community.

Debbie Bugg

Vice President, Victoria

Debbie brings to Quartech over 20 years of project management, portfolio management, and Project Management Office (PMO) development and management experience, focusing on the social sector and employment labour market program development. She is a Project Management Professional (PMP) and holds a graduate degree in Business Management from British Columbia Institute of Technology (BCIT). Debbie is involved in client sales in Victoria and oversees human resources.

Debbie began her IT career in Victoria then followed it to Vancouver to work with BC Systems Corporation, ICBC, and various other public sector organizations. The opening of the new and expanded Quartech office in Victoria brought Debbie back to her home town in 2006. Debbie is results oriented and believes in pulling out all stops to get the job done. Value to the client, quality in the product, and relationships with all stakeholders always remain in focus. Outside of work, Debbie enjoys riding her motorcycle, running, cycling, golfing, and hanging with her dogs.

Landon Kitagawa, MBA

Chief Operating Officer

Landon provides Quartech with deep public and private sector experience. A seasoned project manager, he has run projects in excess of $60 million spanning business and technology. He has a degree in Education from the University of British Columbia and an MBA from the University of Western Ontario. Landon is involved in client sales in Vancouver and oversees finance and legal.

Landon is an active community volunteer.  He serves as an executive with the Delta Sports Hall of Fame and as a board member of Camp Qwanoes.  Dedicated to making his community a better place, Landon has coached soccer, softball, and field hockey and served in many executive roles. Landon was selected to the Canadian National Masters field hockey team participating in the 2018 World Cup in Barcelona.  Much of his enthusiasm stems from his love of sports and his commitment to family. He is personally active in soccer, field hockey, softball, golf, running, cycling, and paddling and has a history of endurance sports, including marathons, triathlons, and adventure races. He even cycled across the United States for charity. Despite a busy schedule, he really enjoys occasions with friends where he can take the time to share in great company, food and wine.

Michael Lagasse, P. Eng. 

Vice President, Vancouver

Michael brings to Quartech more than 30 years of expertise in Information Systems consulting to public and private customers across Western Canada. He has managed several multimillion-dollar IT projects on web, client/server, and mainframe technologies. He obtained a Bachelor of Electrical Engineering at the University of Victoria and is a professional engineer and member of the Association of Professional Engineers and Geoscientists of BC. Michael is involved in client sales in Vancouver and oversees Quartech’s marketing and communications.

Although Michael’s work and travel have spanned Canada, he was born in Vancouver and raised in British Columbia. A lifetime interest in fly fishing keeps him close to our beautiful BC lakes and rivers where he continues to build on his extensive fishing stories. He enjoys skiing, golfing, playing tennis, coaching youth hockey, and playing piano and keyboards. He enjoys meeting new people and sharing his passion for work and life.

Rich Allan

Vice President, Victoria

Rich has been an active member of the British Columbia information systems community for close to 30 years. After receiving a degree in Computer Science from the University of Victoria (1988), he quickly established himself as a leader in delivering large, complex, multi-stakeholder solutions for the public sector. Although Rich has a passion and focus for justice related solutions, he has helped public sector clients in several domains including education, social services, healthcare, facilities management, and transportation. Rich is involved in client sales in Victoria and oversees business development and sales.

The community of Victoria has been good to Rich since he moved here with his family in 1969. Rich grew up in an environment that encouraged growth and success through a focus on family, healthy competition through sports, academics, the arts, and good old-fashioned hard work. Rich continues to participate actively in the local community in playing hockey, golfing, coaching minor sports, and dedicating time to various community groups. Rich enjoys developing long-term relationships with clients, co-workers, and friends. He truly enjoys the company of others.

Susan Devlin, CPA, CA

Chief Financial Officer

Susan is a Chartered Professional Accountant and legacy designated Chartered Accountant with over 20 years of experience in Canada and Australia. Throughout her career, Susan has focused on service industries, such as information technology and software as a service, television and movie production, investment and securities brokerage, retail, manufacturing, art consulting, and not-for-profit. Susan is driven by process improvement. She is an expert at streamlining processes, implementing operational systems, managing the finance function, and ultimately driving growth and improving the bottom line.

Susan was born and spent her childhood in North Vancouver. She lived in Ontario for eight years before returning to Vancouver to complete her bachelor’s degree at UBC. She lived in Melbourne, Australia for three years before finally returning to Vancouver in 2012. Susan is serving as a director and finance committee member for a local not-for-profit and enjoys volunteering at schools and other events. She loves continuing professional development and mentoring teams. Outside of work, Susan keeps busy with her husband and two amazing girls. Any free time is filled, when possible, with travelling, travelling, and more travelling! She also enjoys the sun and being outdoors, photography, music, and friends. And—of course—red wine and chocolate.

Brad Head

Account Executive, Victoria

Brad spent over 28 years designing, developing, and delivering private sector software systems and over 15 years experience delivering complex IT solutions for large BC public sector clients. Brad has used Agile methodologies, continuous integration, automated deployments, and test-driven development since the 1990s and has been a certified Scrum Master since 2004. He has a degree in computer science from the University of British Columbia and a diploma of technology in surveying engineering from the British Columbia Institute of Technology. Brad is based in Victoria and is part of Quartech’s executive and business development team providing technical and enterprise architect expertise.

After attending BCIT, he moved to Houston, TX for two years, working offshore in the oil industry. Brad then returned to Vancouver where he studied computer science at UBC. In Victoria since 1999, he enjoys spending time with his teenaged children walking their dog, hiking, golfing, and cycling. Brad’s passion is cycling and has been racing since 1992. Brad is a board member of the Greater Victoria Velodrome Association and maintains its website.

Ask Brad how many bikes he owns—he’ll tell you the correct number of bikes to own is n+1, where n is the number of bikes he currently owns.

Brad Wray

Brad has over 18 years of experience in team leadership, business development, project management, business analysis, enterprise business architecture, and change management. He has delivered complex information system and transformative business projects across North America and the Middle East. His many BC clients include ICBC, BC Pension Corporation, BC Provincial Treasury, Queen’s Printer, Oil and Gas Commission, and several BC ministries, including Justice; Advanced Education; Technology, Innovation and Citizens’ Services; Community, Sport, and Cultural Development; Forests, Lands and Natural Resource Operations; and Health.

Brad and his wife were born and raised in Victoria, and he is constantly bumping into people he knows. He grew up playing lacrosse and hockey and continued playing well into adulthood where he learned the value of discipline, hard work, and building strong, long-lasting friendships. Brad has two children and enjoys being a part of their active lives. He also enjoys travelling. His favourite destination to date is the Caribbean, especially St. Lucia and St. Vincent and the Grenadines (Bequia).

A former lecturer for MBA programs in Canada, David is a frequent speaker at international conferences and industry events across North America, Australia, and Asia-Pacific.

Globetrotting to over 50 countries, David is always on the lookout for his next exotic adventure. After 14 years living beach-side in Sydney, Australia, he and his family recently relocated to Vancouver where they were relieved to find friendly seals replacing the perils of killer spiders, deadly snakes, and much too curious sharks.

For 10 years, J.C. has been providing account management, recruiting, and service management to organizations, such as BC Hydro, TransLink, City of Surrey, UBC, Public Guardian and Trustee, and Pearson School Systems. Previously, he provided project management to clients, including the Michael Smith Foundation for Health Research, BC Securities Commission, WorkSafeBC, Pacific Blue Cross, and the BC Justice Sector. J.C. studied Management Information Systems at McGill University.

J.C. originates from Montréal where he started his career as a programmer analyst at Canadian National Railway before heading west to British Columbia—which he has called home for the last 25 years. J.C. loves technology and enjoys playing computer games with his three wonderful high school children. He also enjoys travelling and playing goaltender Sunday nights with his engineering buddies.

Laurie Reeves

Laurie has consulted on many exciting projects with the Fraser Health Authority, BC Ministry of Social Development, Insurance Corporation of BC, BC Liquor Control and Licensing Branch, and BC Gaming Policy and Enforcement Branch. Laurie has a Bachelor of Technology in Computer Systems and ITIL certification.

Laurie was born and raised in Burnaby and currently lives in South Surrey with her husband John and two children. She enjoys travelling and spending time at their vacation home in the States. She has recently been to China, Hong Kong, Paris, and New York City. When she is not travelling, Laurie keeps active with early morning boot camp, running, skiing, and kayaking.
