LAPD TEAMS Officer Early Intervention System Development and Support

Designed, developed, and implemented one of the nation’s first Officer Early Intervention Systems (EIS) called TEAMS. This work included analyzing and documenting the LAPD business process and designing business workflows, data models, and system architecture. Custom development of the entire TEAMS II application involved providing upgrades and enhancements to address recommended changes to the statistical data model/analytics engine, supporting updates to LAPD’s hardware and software infrastructure, and providing the LAPD with new features, functions, and flexibility to support the department’s Constitutional Policing and Professional Accountability initiatives.

Electronic Driving Under the Influence (eDUI) Solution

Designed, developed, implemented, and providing ongoing support for an integrated system that allows users to complete the current Driving Under the Influence (DUI) process and associated administration tasks electronically in an electronic DUI (eDUI) system. Tasks included data collection, form printing, information storing, administration processing, routing, data retention, and two-way transmission of information. The system provides a data source capable of creating reports and distributing and extracting data for effective decision-making and efficient, accurate, timely prosecution.

Developed a custom broker solution that takes advantage of the power and scalability of the Microsoft Service Bus. This customized broker includes an event tracking portal hosted in a hybrid Azure cloud and on-premises. Provided services that integrate current and future case management systems (CMS). Conducted an in-depth analysis and developed a road map for consolidating five civil case management systems.

Implemented and supported an advanced document management and eFiling solution for the King County Courts in Seattle. The system integrates with the statewide docketing system and enabled the court to implement one of nation’s most ambitious mandatory eFiling programs.

Worked with the counties of Dallas, Tarrant, and Bexar and the Texas Juvenile Probation Commission to document business requirements and functional design for a common juvenile case management system.

An alert pointing to an escalating pattern of less serious misconduct or to behavior indicative of post traumatic stress syndrome. An EIS provides law enforcement agencies with intelligent, real-time enterprise dashboards, reports, and alerts using at-risk events and existing operational systems. Supervisors use workflows and tools to manage a series of configurable corrective actions that can ultimately preserve the career of an officer at risk.

How does an early intervention system work?

Events that occur through the normal course of operation for each officer are counted and monitored. Events may include arrests, awards and commendations, computer-aided dispatch, citations, civil or criminal lawsuits, collisions, employee reviews, canine deployment, police reports, protections orders, pursuits, STOP reports, undocumented sick time, or use of force.

When the ratio of events reaches a critical threshold—set through peer-group workshops—the EIS sends an alert to the officer’s supervisors. The supervisor investigates the details of the alert and evaluates how much follow-up is required based on the context of the officer’s duties and situation. Officers can also monitor trends in their own EIS metrics.

Alert reports provide solid, empirical evidence of the program’s authenticity and provide statistical results for command staff, independent monitors, and the citizens.

Mike Zanon

Mike Zanon has held several senior IT leadership roles within the Oregon state government: Deputy State CIO, Interim State CIO (twice), and CIO of the Oregon State Police.

Mike was responsible for organizations of up to 250 people with a biennial budget exceeding $173 million. He monitored a statewide IT project portfolio exceeding $200 million, and he coordinated statewide IT planning and directed the development of policies, standards, architectures, processes, and guidelines to maximize the value of the state’s information resources and investments. Mike served on multiple governor-appointed committees and chaired a statewide non-profit government leadership board whose mission is to create and support transformational leadership for the public good.

Mike graduated magna cum laude with a bachelor’s degree in Math/Computer Science from Willamette University in Salem, Oregon.

Garth Strandberg, PMP

Garth Strandberg is a certified Project Management Professional (PMP) and senior project director with 15 years of experience managing large, multi-year, justice and public safety system integration projects.

Garth and his team of dedicated justice IT professionals work with U.S. police departments under federal consent decree oversight requiring the implementation of early intervention systems (EIS) to promote constitutional policing. The team led a panel session on EIS at the 2016 LEIM Conference of the IACP on early intervention system imperatives and best practices.

Garth has bachelor’s degree in Computer Science from the University of Victoria in British Columbia.
